The Introduction of the Penalty Kick
1891
The penalty kick became part of football’s laws in 1891.
A penalty kick now seems an inseparable part of football, but the game existed for decades without one. In 1891, the laws were changed to provide a direct punishment for certain offences committed close to goal. The proposal is often associated with Irish goalkeeper William McCrum, who had argued for a fairer way to deal with deliberate fouls. Not everyone welcomed the innovation: some felt it assumed players might behave dishonourably. Football soon discovered that competitive pressure could produce precisely the situations the rule was designed to address. Over time, the penalty area, spot and procedures evolved into the familiar modern arrangement. What began as a controversial idea became one of the sport's greatest sources of tension, drama and debate.
